ISSUES OF IMPROVING THE NATIONAL LEGAL FRAMEWORK FOR ENSURING THE RIGHT TO APPEAL TO INTERNATIONAL BODIES

This article analyzes the national legal frameworks for ensuring the right of petition to international bodies. The objective of the study is to identify procedural, institutional, and compensatory gaps in current legislation and to substantiate solutions for their elimination. It examines the current status of Uzbekistan’s legislation, cooperation mechanisms with UN treaty bodies, and the challenges of implementing their decisions at the national level. Utilizing comparative-legal, formal-legal, and systemic analysis methods, the study comparatively evaluates the experiences of Colombia, Spain, and Peru. As a result of the research, proposals were formulated to establish the procedural consequences of views/opinions issued by international bodies, improve compensation mechanisms, and expand access to legal assistance. The proposals and recommendations advanced in the article serve to harmonize and integrate Uzbekistan’s legislative acts with international standards, as well as to outline new directions for human rights reforms.
