Mazkur maqolada zamonaviy ijtimoiy siyosatning ustuvor yoʻnalishi hisoblangan “ijtimoiy investitsiyalar” konsepsiyasi, uning nazariy-huquqiy asoslari va amaliy ahamiyati tahlil qilinadi. Muallif jahonning yetakchi olimlari qarashlariga tayangan holda, ijtimoiy sohani anʼanaviy xayriya va nafaqa berish modelidan natijaga yoʻnaltirilgan sheriklik modeliga oʻtkazish masalalarini yoritadi. Maqolada ijtimoiy tadbirkorlikning moliyaviy mexanizmi sifatida ijtimoiy taʼsir obligatsiyalari (social impact bonds – SIB) va muvaffaqiyat uchun toʻlov (Pay-for-Success) tamoyilining oʻziga xos xususiyatlari, xalqaro tashkilotlar standartlari koʻrib chiqiladi. Shuningdek, Oʻzbekiston qonunchiligidagi mavjud huquqiy mexanizmlar, xususan, davlat-xususiy sheriklik va ijtimoiy himoya sohasidagi islohotlar (maktabgacha taʼlim va kambagʻallikni qisqartirish misolida) tahlil etilgan.
