THE CONCEPT OF THE “DIGITAL PARLIAMENT” AND ITS CONSTITUTIONAL AND LEGAL FOUNDATIONS

This article analyzes the theoretical and legal content of the concept of a “digital parliament,” its correlation with the categories of “e-parliament” and “smart parliament,” as well as the constitutional and legal foundations of this institution. Utilizing a comparative-legal method, the study examines the reports of the Inter-Parliamentary Union (World e-Parliament Report) alongside the experiences of the United States, the European Union, China, the Russian Federation, Estonia, and South Korea. Furthermore, it outlines the stages of forming the national model of a digital parliament based on the Constitution of the Republic of Uzbekistan, the Law “On Normative-Legal Acts,” and acts concerning the integration of artificial intelligence technologies into the activities of the chambers of the Oliy Majlis. Defining the digital parliament as a novel organizational-legal form of parliamentarism, the author puts forward scientifically grounded proposals for anchoring it at the constitutional level.
