BASIC PRINCIPLES OF STATE LEGAL POLICY

In this article, the essence of the basic principles of state legal policy is analyzed theoretically and practically. The purpose of the research is to determine the theoretical significance, normativeness, and systemic nature of these principles, as well as their influence and functional role in law enforcement practice. The article uses normative-dogmatic, comparative-legal, and systematic analysis methods. Also, the criteria of principles, their hierarchy, and implementation conditions are indicated, and a model for assessing principles is proposed as a scientific contribution. The results obtained during the study allow for a consistent classification of the system of principles and their use as qualitative criteria of state legal policy. In addition, the author reveals the relationship between the normative consolidation of principles and institutional guarantees. As a scientific novelty, a model of minimum evaluation criteria for assessing the quality of legal policy will be developed.
