LEGAL BASIS FOR REMUNERATION OF PEDAGOGICAL STAFF OF HIGHER EDUCATION INSTITUTIONS

This article analyzes the legal issues of remuneration of pedagogical staff of higher educational institutions. The purpose of the research is to identify shortcomings and gaps in the system of remuneration of pedagogical staff in the Republic of Uzbekistan and to develop directions for its improvement based on foreign experience. Within the framework of the research, the methods of normative-legal analysis and comparative-legal and systemic approaches were used. Among the main legal problems are the lack of clear legislative consolidation of the methodology for determining the base rate, the heterogeneity and lack of transparency of incentive criteria, the absence of unified standards for regulating workload, and the weak standardization of financial guarantees. The article also compares the national legislation of Poland, Belarus, and Russia on the remuneration of pedagogical staff in higher educational institutions. Also, proposals have been developed for setting the base rate in coefficients for professors and teachers, standardizing incentive criteria, introducing a system for comprehensive assessment of workload, and strengthening transparency mechanisms..
