ORGANIZATIONAL AND LEGAL PROBLEMS OF COORDINATING THE FORENSIC SYSTEM OF UZBEKISTAN

The article analyzes organizational and legal issues related to the functioning of state forensic institutions within a multi-departmental and multidisciplinary system. The aim of the study is to substantiate a legal model for coordinating the activities of forensic institutions within the system of various state bodies based on unified scientific-methodological, qualification, and organizational criteria. It is shown that in the context of institutional expansion of the system and an increase in the types of expertise, decentralization leads to the formation of different approaches. In a comparison of the laws of 2010 and 2026, a legal assessment is given to the fact that the coordination and scientific-methodological leadership powers of the Ministry of Justice are limited to scientific and methodological assistance. Instead of full organizational centralization, a functional coordination model is put forward, and the author’s proposal regarding the third part of Article 43 of the Law of the Republic of Uzbekistan “On Forensic Expert Activity” is substantiated.
