THE DIGITAL SPACE AS A CHALLENGES TO THE REALIZATION OF WOMEN’S RIGHTS IN THE CONTEXT OF DIGITAL TRANSFORMATION: INTERNATIONAL LEGAL AND NATIONAL ANALYSIS

Abstract

The article examines digital inequality as a socio-economic and legal obstacle to the realization of women’s rights in the context of digital transformation. It emphasizes that it is not limited to access to information and communication technologies, but rather strengthens existing gender, educational, and territorial differences. Special attention is paid to international standards for the protection of women’s rights, including the Convention on the Elimination of All Forms of Discrimination against Women, the UN Declaration on the Right to Development, and the Sustainable Development Goals. Based on the multi-level model of digital inequality, as well as data from international organizations and national materials of the Republic of Uzbekistan, it has been shown that expanding access to the Internet does not provide equal opportunities for women to participate in the digital economy and social life. It was concluded that states need to fulfill positive international legal obligations to ensure real digital equality as a condition for the realization of women’s rights.
